                                                         NJCAA REGION XVIII

              MEN’S and WOMEN'S BASKETBALL CHAMPIONSHIP TOURNAMENT

                                       STANDARD OPERATING PROCEDURES

       I.      Members

               A.     Colleges must be members of NJCAA.

               B.     Colleges must be members of Region XVIII Men’s and Women's Divisions.

               C.     NJCAA rules shall govern all participating member colleges.

               D.     League name shall be Scenic West Athletic Conference.

 

     II.      Tournament Site Selection

               A.     The location of the Region XVIII Championship Tournament will rotate between the women’s and men’s SWAC Conference Champions with the Women’s Conference Champion in 2007 being the host for the Championship Tournament.

                       

    III.      Tournament Date

               A.     The Region XVIII Championship Tournament dates should be determined at the annual Region XVIII Spring meeting.

               B.     The Regional Tournament will be completed on the weekend ten days prior to the start of the NJCAA National Tournament.  The women’s and men’s teams will alternate playing first rounds on Wednesday and Thursday.  (2007 Men’s first round on Wednesday, 2007 Women’s first round on Thursday.)

 

    IV.      Sponsor's Tournament Responsibilities

               A.     Pre-tournament responsibilities

                        1.        Insure that the tournament is a Region 18 Championship Tournament rather than a host institution’s tournament.  Everything done at the tournament is for the conference (promotions, sale of apparel, announcements, etc.) as if the tournament is at a neutral site.  Host institution’s team(s) shall have the same amount of practice days/times on the competition court as all teams in the tournament.

                        2.        Secure the tournament site, be responsible for Region 18 Championship promotions, advertising ticket sales and making arrangements for the handling of spectators.  To include:

a.          Sending each participating institution pre-tournament ticket information to include tournament and day reserved and general admission ticket prices and order information.

b.         Providing priority seating, if possible, behind the participants benches or in priority court area for the visiting team crowds.

                        3.        Insure all participating institutions spectators and administration appropriate block reserved/prime court pre-sale seating at the tournament.  (Send pre-sale ticket/seating information to each institution.)

                        4.        Follow Region 18 championship tournament guidelines for tickets:

                                               20     Players/coaches/trainers

                                   Bands, cheerleaders and spectators must pay.


                        5.        The Region 18 Tournament is under the direction and control of the men’s and women’s Regional Director.

                        6.        Tournament ticket and pass prices (minimum):

                        7.        Communicate with the men’s and women’s Region Directors to verify the teams that qualified, seeding (see VI. C) and game times throughout the tournament.

                        8.        Notify the qualifying teams and Region Directors (men’s and women’s) of the tournament bracket, game times, practice times and other pertinent information.

                        9.        Communicate with the SWAC Basketball Official’s Coordinator about the arrangements for officials.  (Transportation from the airport, housing, dressing areas, meeting areas for pre-game, 2 time and post game meetings, etc.)  Officials for the tournament will be selected by the official’s coordinator and SWAC official’s committee (see VIII.)

                        10.      Communicate with both the men’s and women’s Region Directors about awards (see IX.)

                        11.      Provide practice opportunities of at least thirty minutes for each participating team.

                        12.      Schedule and provide a secretary for the men’s and women’s coaches’ meetings and the Athletic Directors/President meeting.  Notify all coaches, Athletic Directors, Presidents, men’s and women’s Region Directors and men’s and women’s sport chair advisors for the scheduled meetings (see XI.)

                        13.      Provide courtesy maps, restaurant and motel information to each coach and Athletic Director.          

               B.     Post-tournament responsibilities

                        1.        Prepare a press release for immediate distribution to the news media to include the following information:

                                   a.        1st and 2nd place teams

                                   b.        Most Valuable Player

                                   c.        All-Tournament Team

                                   d.       All-Region Teams

                                   e.        Coach-of-the-year

                        2.        Within two weeks of the conclusion of the tournament, send the above information on the SWAC Historical Report form to the following people:

                                   a.        Men’s and Women’s Regional Directors

                                   b.        Men’s and Women’s Sport Advisors

                                   c.        Region XVIII Athletic Directors

                        3.        Prepare a financial report of the tournament to be sent prior to the Spring meeting to the following people:


                                   a.        Men’s and Women’s Regional Directors

                                   b.        Men’s and Women’s Sport Advisors

                                   c.        Members of the Executive Committee

                                   d.       Regional Treasurer

                                   Copies of the report shall be distributed to all regional members at the Spring meeting by the sport advisor.

                                  

     V.      Qualification of teams for competition

               A.     No team shall be permitted to enter the Region XVIII Championship Tournament unless it is accompanied by a coach, a faculty member of the college, or a designated proxy coach.

               B.     All six (6) men’s and women’s teams in the Scenic West Athletic Basketball Conference will qualify for the Region 18 Championship Tournament as determined by their SWAC season record against all teams in the conference.  The SWAC regular season championship institution will host the Region 18 Tournament.

               C.     Regional Basketball Tournament Playoff Structure and Ties.

1.      The seven teams from double round-robin conference play will qualify for the Region 18 Tournament.  Either the top seeded women’s or men’s team will host the tournament.

2.      Ties (follow in order):

a.       If ties exist between 2 teams, then head-to-head competition will be the main criteria for seeding, hosting, and tournament qualification.  If more than two teams are tied, then head-to-head competition between those schools will be the first criteria used (total aggregate win-loss record between the schools involved).

b.      If this doesn’t resolve the ties, then head-to-head competition versus the top place position will be the next criteria.  The next step would be head-to-head competition with the next lower position, and so on down the line.

c.       If a tie still exists and involves hosting privileges for a tournament, a tie would be broken by:

1.      The team that has not hosted most recently.

2.      The hosting team will move to the lower seed position in the first round of regional play (only when the tie cannot be broken by a. above).

d.      If a tie still exists after the above principles are applied, and qualifying for regional tournaments is at stake, then the teams should agree on a tie-breaker game to be set-up in compliance with c. above.  If a drawing for a first round bye or pairing is necessary, it will be conducted by the regional director.  The AD’s of the tied institutions shall arrange for a neutral site, date, officials, game management, and share expenses/revenue.  If the teams cannot agree, then the playoff game will be held at the site of the regional tournament the night before the regional tournament begins.  The two teams involved share the expense/revenue.  In the event the playoff game is at the site of the regional tournament, the host school will be responsible for match management, and the regional director will assign officials.  The expenses and net revenues shall be shared by the two participating schools.

e.       Ties which still exist after the above principles have been applied and don’t involve qualifying or hosting will be broken by a coin flip in the regional director’s office.

 

                        3.        Each Region XVIII institution must submit to the CSI SID Karen Baumert, ONE 5x7" team photograph with players' numbers visible (persons in photograph identified) and one team roster on the National Roster Form all of which must be submitted at the beginning of the season.  Also submit a team picture and roster to the NJCAA Tournament host or designee by the beginning of the season. Pictures and rosters of all men’s and women’s conference teams will be included in the tournament program.

              

    VI.      Tournament Procedures

               A.     Teams participating in the regional tournament are limited to not more than fifteen players.  Each player must be identified in the scorebook before the start of the game.  No deletion or additions may be made after the game starts.

               B.     Each participating team shall be provided 20 tournament passes (15 player passes and 5 additional passes).

               C.     Format for combined 6-team men’s tournament and 6-team women’s tournament:

                        1.        In the first day or round, the schedule will be the same as the eight-team tournament with #1 and #2 seed having a bye.

2.        The women’s tournament will begin round one on Thursday (2007) and Wednesday (2008).  The men’s tournament will begin round one on Wednesday (2007) and Thursday (2008).

3.        On the third day, the winners from the respective men’s and women’s competition will play to determine who advances to the championship games.

4.        Suggested game times:

a.        First round of play for men and women

                                             2 p.m., 6 p.m., 8 p.m. or 1 p.m., 5 p.m., 7 p.m.

Note: Highest seed for men’s and women’s bracket will play in the 8:00 p.m. or 7:00 p.m. game in the first round.  The next highest seed will play next best times, etc.

b.        Second round of play for men and women

                                             Women’s games: 12 p.m., 6 p.m.

                                             Men’s games: 2 p.m., 8 p.m.

                                   c.        Third round of play for men and women

                                             Women’s championship: 5 p.m.

                                             Men’s championship: Will begin 20 minutes after the women’s awards ceremony.
