NJCAA REGION XVIII
MEN'S GOLF CHAMPIONSHIP TOURNAMENT
STANDARD OPERATING PROCEDURES
I. Members
A. Colleges must be members of NJCAA.
B. Colleges must be members of Region XVIII Men's divisions.
C. NJCAA rules shall govern all participating member colleges.
4. League name shall be Scenic West Athletic Conference.
II. Tournament Site Selection
A. The location of the Region XVIII Championship Tournament should be determined by the school that is hosting.
B. The selection as to which Region XVIII college hosts the tournament should occur on a rotational basis; however, the schools involved shall share in the hosting costs.
C. The college hosting the Region XVIII Men's Golf Championship should be confirmed at the annual Region XVIII Spring meeting.
III. Tournament Date
A. The Region XVIII Championship Tournament must be completed by the third full week in April in order to qualify teams and players for the NJCAA National Tournament.
B. The tournament dates should be determined at the annual Region XVIII Spring meeting.
IV. Sponsor's
Tournament Responsibilities
A. Pre-tournament responsibilities:
1. Secure the tournament site, be responsible for promoting and advertising, and make arrangements for handling of spectators.
2. Notify, at least two weeks in advance of the Region XVIII Championship Tournament, the other member schools of the time schedule, the deadline for entries, the coaches' meeting, and other pertinent information.
3. Provide courtesy maps, restaurant, and motel information.
4. Arrange for officials.
5. Schedule practice rounds.
6. Schedule a coaches' meeting.
B. Post-tournament Responsibilities:
1. Prepare a press release for immediate distribution to the news media to include the following information:
a. 1st and 2nd place teams
b. All-region teams
c. Coach-of-the-year
2. Within two weeks of the conclusion of the tournament, send the above information as well as complete meet results to the following people:
a. Regional Directors
b. Sport Advisors
c. Region XVIII athletic directors
3. Prepare a financial report of the tournament the AScenic West Athletic Conference Golf History@ report be sent prior to the annual Fall meeting to the following people:
a. Regional Directors
b. Sport Advisors
c. Members of the Executive Committee
Copies of the report shall be distributed to all regional members at the meeting by the sports chairperson.
V. Qualification
of Competition
A. No contestant shall be permitted to enter the Region XVIII Championship Meet unless he is accompanied by his coach, a faculty member of their college, or a designated proxy coach.
B. In the Region XVIII Championship Tournament, any team or individual from Region XVIII member institutions may participate. The Region XVIII championship team will qualify for national competition.
VI. Tournament
Procedures
A. The Region XVIII Championship shall be a two-day 36-hole medal play event.
B. Teams shall consist of a minimum of four players and a maximum of five.
1. The team score shall consist of the total of the four lowest scores.
2. When possible, players from the same team will not be paired together.
C. Pairings will be made by the tournament director prior to the practice rounds.
1. All play will start at the first tee.
D. All players in each group will keep a score for each member of the group.
1. Scores will be checked and recorded at the completion of each hole.
2. At the completion of the round, players must compare scores on each card hole-by-hole.
3. The most legible card shall be signed by all players in the group and turned in to the official scorer. This card will represent the official score and will be used in accordance with USGA rules.
E. In the event of ties for 1st through 10th places with respect to individual competition, there shall be a sudden death playoff.
VII. Rules
A. The Tournament will be conducted according to the policies of the NJCAA and the USGA.
B. Special rules may be instituted at the discretion of the course professional.
C. Any infraction of the following player conduct rules will result in a two-stroke penalty assessed to the final team score. A second infraction will result in an additional two-stroke penalty to the team and disqualification of the individual involved in the infraction.
1. Personal Conduct
a. Unsportsmanlike language will not be tolerated.
b. Throwing clubs will not be tolerated. Club throwing is dangerous to spectators and players and may cause course damage. Some golfers "toss" a club to their bags; this will be considered throwing. In rare instances during rain or snow, a golfer may lose his grip on the club due to the weather; in this event all members of the playing group may accept the action.
c. All participants will wear appropriate attire on the course. Short shorts, cutoffs, and blue jeans are not appropriate attire.
2. Course mutilation will not be tolerated. Mutilation of the course consists of any act which causes damage to the golf course or golf course property and may include:
a. Damage to the greens by clubs or by destructive use of spikes.
b. Slashing with a club or other instrument, kicking or otherwise doing damage to trees, shrubs, or other objects on the course premises that are growing, stationary, or movable.
3. Slow play will not be tolerated. Play shall be considered "slow" when a group has one or more holes open in front of it:
a. Each player in the group shall have the responsibility to help with play. If a ball is lost, the group behind shall be waved through.
b. If a twosome is the first group off, a following threesome is not expected to keep up.
VIII. Officials
A. The sponsor college will be responsible for arranging for necessary officials.
IX. Awards
A. The first and second place teams shall receive Region XVIII trophies, provided by the region and paid for by the sponsor school.
B. Those players with the five lowest scores will receive Region XVIII medals supplied by the region.
C. Those players with the next five lowest scores will receive ribbons supplied by the school.
D. The coach of the 1st place team shall be designated Coach-of-the-Year and receive a Region XVIII plaque, provided by the region and paid for by the sponsor school.
E. The All-region team, composed of those players with the ten best scores, will receive All-region certificates, supplied by the region.
1. Those players with the five lowest scores shall receive a single All-region 1st team certificate.
2. Those players with the next five lowest scores shall receive single All-region 2nd team certificates.
F. The tournament director must work with the Regional Director to insure that all awards, plaques, and certificates are prepared and ready for presentation at the completion of the Regional Championship Tournament.
IX. Finances
A. Although the sponsor school is responsible for organizing the tournament, the cost shall be shared equally among the schools competing.
B. The competing schools shall be responsible for the management costs of the Region XVIII Championship Tournament, including the cost of officials.
C. The sponsor school shall be responsible for the cost of the following awards supplied by the region but billed to the sponsor school:
1. 1st and 2nd place team trophies
2. Most Valuable Player Award
3. Coach-of-the-year Award
D. The competing schools shall not be responsible for the cost of the following awards supplied by the region:
1. Medals for 1st-5th places
2. Five All-region 1st team certificates in duplicate
3. Five All-region 2nd team certificates
E. The sponsor school will provide the ribbons for 6th-10th places, and the competing schools will share the cost.
F. The competing schools shall be responsible for the expenses incurred by the Regional Director or regional representative in attending the tournament, up to $200.
1. The treasurer will bill the sponsor school for the Regional Director's or representative's expenses.
2. Expenses beyond $200 shall be the responsibility for the region.
