NJCAA REGION XVIII
MEN'S AND WOMEN'S TRACK
AND FIELD CHAMPIONSHIP MEET
STANDARD OPERATING
PROCEDURES
I.
Members
A. Colleges must be members
of NJCAA.
B. Colleges must be members
of Region XVIII Men's and Women's divisions.
C. NJCAA rules shall govern
all participating member colleges.
D. League name shall be
Scenic West Athletic Conference.
II. Meet Site Selection
A. The location of the
Region XVIII Championship Meet should rotate geographically within the
region. The rotation order: _______ If a
school opts not to host the meet, then the rotation will be moved forward so
that the next school in the rotation will hold the meet.
B. The site of the Region
XVIII Track and Field Championship should be confirmed at the annual Region
XVIII Spring meeting.
III. Meet Dates
A. The Region XVIII
Championship Meet shall be a two-day meet held annually Friday and Saturday two
weeks prior to the NJCAA National Championships.
B. The meet date should be
determined at the annual Region XVIII Spring meeting.
IV. Sponsor's Meet
Responsibilities
A. Pre-meet
responsibilities
1.
Secure
the meet site, be responsible for promoting and advertising, and make
arrangements for handling of spectators.
2.
Notify,
at least three weeks in advance of the Region XVIII Championship Meet, the
other member schools of the time schedule for the meet, publicity needs,
deadline for entries, coaches' meeting, and other pertinent information.
3.
Provide
courtesy maps, restaurant, and motel information.
4.
Arrange
for officials.
5.
Arrange
for a meet photographer to photograph the winning team(s) and the individual
champions.
6.
Schedule
a coaches' meeting.
7.
Secure
F.A.T. equipment.
B. Post-meet
Responsibilities
1.
Prepare
a press release for immediate distribution to the news media to include the
following information:
a.
First
and second place teams
b.
Meet
place winners
c.
Outstanding
athlete
d.
Coach-of-the-year
2.
Within
two weeks of the conclusion of the meet, send the above information as well as
complete meet results and the updated qualifying standards to the following
people:
a.
Regional
Director
b.
Sport
Advisor
c.
Region
XVIII athletic directors
3.
Submit
the name and school of the Coach-of-the-year to the NJCAA Track and Field
Association.
4.
Prepare
a financial report of the meet to be sent prior to the annual Fall meeting to
the following people:
a.
Regional
Director
b.
Sport
Advisor
c.
Members
of the Executive Committee
Copies of the report
shall be distributed to all regional members at the meeting by the treasurer.
V. Participation
Requirements
A. No contestant shall be
permitted to enter the Region XVIII Championship Meet unless he/she is
accompanied by his/her coach, a faculty member of their college, or a
designated proxy coach.
B. All schools who are
members of NJCAA Region XVIII are eligible to enter competitors in the Region
XVIII Championship Meet (item C not in effect at the present time, due
to small number of teams participating).
C. All entrants must be
eligible according to the NJCAA championships eligibility rules. The meet director of the host institution
must be available prior to and during the competition to clarify eligibility
questions.
D. All teams and
individuals must have entered before the entry deadline and been declared for
entry according to the official meet instructions.
E.
The
entry procedure shall include two forms.
1.
The
alphabetical roster will serve as the certification of eligibility and must
contain all possible entries.
2.
The
official entry form shall include all athletes who have met a qualifying
standard at the time of entry.
VI. Meet Procedures
A. The Region XVIII Men's
Track and Field Championship Meet shall be held in conjunction with the Region
XVIII Women's Track and Field Championship Meet.
B. There shall be one
Region XVIII Championship Meet Director.
C. There shall be a three
person Jury of Appeals to rule on all written protests regarding all
events. The Jury of Appeals shall
consist of the meet director, the men's Regional Director, and the women's
Regional Director. A protest must be
lodged within 30 minutes of the completion of the event being protested.
D. The Region XVIII Track
and Field events shall consist of the following (the order of events is set
forth under VI, E).
1. Running events:
100 meter dash
200 meter dash
400 meter dash
800
meter run
1500 meter run
3000 meter steeplechase
110 meter high hurdles
400 meter intermediate hurdles
400 meter relay
1600 meter relay
3200 meter relay
5000 meter run
10,000 meter run
2. Field
events:
Hammer throw
Shot put
Discus throw
Long jump
High jump
Javelin throw
Pole vault
Triple jump
3. Decathlon-Heptathlon:
a. The Region XVIII
Decathlon-Heptathlon Championships shall be held in the month of April, the
date and site to be agreed upon in the regional coaches meeting the preceding fall.
b. If a Region multi-event
is canceled for any reason, and the meet cannot be held, a site will be
determined by the coaches.
c. Points shall be carried
over to the Region XVIII Championship Meet and be included in total team
scores. Awards for this event will also
be made at the Region Championships.
d. The decathlon-heptathlon
shall follow the NCAA rule book.
e. F.A.T. will be used for
all running events.
E.
The
events, their order, and their time schedule shall follow the official
collegiate Track and Field Guide (NCAA) accordance with the attached time
schedule.

The
meet shall begin at 2:00 p.m. on the first day and at 9:00 a.m. on the second
day, or at a designated time determined at the coaches' meeting.
