NJCAA REGION XVIII
WOMEN'S VOLLEYBALL
CHAMPIONSHIP TOURNAMENT
STANDARD OPERATING
PROCEDURES
I.
Members
A.
Colleges
must be members of NJCAA.
B.
Colleges
must be members of Region XVIII Women's division.
C.
NJCAA
rules shall govern all participating member colleges.
D.
League
name shall be Scenic West Athletic Conference.
II.
Tournament Site Selection
A.
The
location of the Region XVIII Championship Tournament shall be at the Region 18a
winner’s site.
1.
18a will include CSI, NIC, Snow and CEU. (District O direct route to national tournament).
2.
18b will include SLCC.
B.
18b will have a district playoff with Region 1. (District A winner to national tournament).
III.
Tournament Date
A.
The
Region XVIII Championship Tournament dates should be determined at the annual
Region XVIII Spring meeting.
B.
The
Regional and/or District Tournament will be completed on the weekend (Friday
and Saturday) ten days prior to the start of the NJCAA National Tournament.
IV.
Sponsor's Tournament Responsibilities
A.
Pre-tournament
responsibilities
1.
Secure
the tournament site, be responsible for promotion, advertising, and ticket
sales, and make arrangements for handling of spectators.
2.
Notify
qualifying teams and Regional Director of time schedules and other pertinent
tournament information.
3.
Provide
courtesy maps, restaurant, and motel information.
4.
Notify
teams of seeding.
5.
Communicate
with the Women’s Regional Director who, with the arbiter(s) of officials, will
select and secure the officials for the Region XVIII Championship Tournament.
6.
Secure
statisticians, scorers, line judges and scoreboard operators.
7.
Arrange
for awards.
8.
Provide
an opportunity for practice time of at least one to one and a half hours for
participating teams the day prior to tournament play. Continue to provide practice times for teams
in the tournament throughout the tournament if possible.
9.
Schedule
a coaches and region meeting. Notify all
coaches, Region Director and sport advisor of the scheduled meetings.
Note: The 2006 coaches’
meeting will be a conference call Nov. 7
B.
Post-tournament
responsibilities
1.
Prepare
a press release for immediate distribution to the news media to include the
following information:
a.
1st
and 2nd place teams
b.
Most
Valuable Player
c.
All-Tournament
Team
d.
All-Region
Teams
e.
Coach-of-the-year
2.
Within
two weeks of the conclusion of the tournament, send the above information as
well as complete tournament results to the following people:
a.
Regional
Director
b.
Sport
Advisor
c.
Region
XVIII Athletic Directors
3.
Prepare
a financial report of the tournament and the “Scenic West Athletic Conference
Volleyball History” report to be sent prior to the annual Spring meeting to the
following people:
a.
Regional
Director
b.
Sport
Advisor
c.
Members
of the Executive Committee
d.
Regional
Treasurer
Copies of the report shall be distributed to all
regional members at the Winter meeting by the sport advisor.
V.
Qualification of teams for competition
A.
No
team shall be permitted to enter the Region XVIII Championship Tournament
unless it is accompanied by a coach, a faculty member of the college, or a
designated proxy coach.
B.
Top
eight teams in the SWAC Athletic Volleyball Conference will qualify for the
Region Championship Tournament as determined by the regional record from all
teams in the conference.
1.
Teams
will be seated according to the finish in regular league play, see Appendix 1.
C.
Each
Region XVIII institution must submit to CSI Sports Information Director, Karen
Baumert, one 5x7” team photograph (with players’ numbers visible),
persons in photograph identified and one team roster on National Roster form at
the beginning of the season. Also submit a team picture and roster to the
NJCAA Tournament host or designee at the beginning of the season.
D.
Ties
(follow in order):
1.
If
ties exist between 2 teams, then head-to-head competition will be the main
criteria for seeding, hosting, and tournament qualification. If more than two teams are tied, then
head-to-head competition between those schools will be the first criteria used
(total aggregate win-loss record between the schools involved).
2.
If
this doesn’t resolve the ties, then head-to-head competition versus the top
place position will be the next criteria.
The next step would be head-to-head competition with the next lower
position, and so on down the line.
3.
If
a tie still exists and involves hosting privileges for a tournament, a
tie would be broken by:
a.
The
team that has not hosted most recently.
b.
The
hosting team will move to the lower seed position in the first round of
regional play (only when the tie cannot be broken by #1 above).
4.
If
a tie still exists after the above principles are applied, and qualifying
for regional tournaments is at stake, then the teams should agree on a
tie-breaker match to be set-up in compliance with #3 above. If a drawing for a first round bye or pairing
is necessary, it will be conducted by the regional director. The AD’s of the tied institution shall
arrange for a neutral site, date, officials, game management, and share
expenses/revenue. If the teams cannot
agree, then the playoff match will be held at the site of the regional
tournament the night before the regional tournament begins. The two teams involved share the
expense/revenue. In the event the
playoff match is at the site of the regional tournament, the host school will
be responsible for game management, and the regional director will assign
officials. The expenses and net revenues
shall be shared by the two participating schools.
5.
Ties
which still exist after the above principles have been applied and don’t
involve qualifying or hosting will be broken by a coin flip in the regional
director’s office.
Note: Only whole matches are considered in the
tie-breaker criteria, not games within a match.
VI.
Tournament Procedures
A.
Teams
participating in the regional tournament are limited to not more than fourteen
(14) players for each match.
B.
The
tournament shall be single elimination, with four matches on Friday and three
on Saturday. See Appendix 1 for seeding
and format.
C.
Match
time for the tournament will be determined by the athletic directors in the
March meeting.
1.
Match
times for Friday are: 10:00 a.m., 1:00 p.m., 4:00 p.m., 7:00 p.m.
2.
Match
times for Saturday are 10:00 a.m., 1:00 p.m., 7:00 p.m.
3.
The
host school will play in the 7:00 p.m. game in the first round. After seeding of host teams, the highest
seeded teams will play the next later time, etc.
NOTE: See tournament bracket information for
District qualifier and tournaments to be played.
D.
The
host school shall provide towel service for each team.
E.
It
is recommended that the host college provide the following:
1.
Campus
map and parking arrangements
2.
Separate
dressing rooms for players and officials
3.
Method
for securing valuables (locks, etc.)
4.
Training
area and services
F.
Introduction
of teams - Both teams will line up on each line. Introduce non-starters, then starters and
coaches for visiting team then home team.
Referee brings the captains to net, then the teams to shake hands.
VII.
Rules
A.
NCAA
rules shall be used. If there are any
experimental or exceptions to the NCAA rules, the region will use the rules
that will be played at the NJCAA Tournament.
B.
The
playing facilities include floor set-up shall comply with NCAA rules.
C.
There
will be a visible scoreboard.
D.
Game
balls shall be those stipulated by NJCAA By-laws.
E.
Warm-up
time on the court assigned for the match will follow the NCAA protocol warm up
procedures as listed in the NCAA Rulebook.
Exception: Visiting team pass around/practice time will be 2 hours prior
to match time. (Teams must confirm this
time prior to arrival).
F.
Protests
will follow the protest procedures as outlined in the NCAA Rulebook.
VIII.
Officials
A.
The
SWAC Coordinator of Officials, the Region 18 Director and Assistant Director
will work together to select rated officials for the tournament. The Coordinator will secure officials for the
tournament.
1.
The
referee shall hold at least PAVO State rating.
2.
The
TWO line judges must be qualified/trained line judges and approved by the
Regional Director.
B.
The
Coordinator of Officials will assign officials to the various matches in the
tournament with the approval from the Region Director and/or Assistant Director
(or designee). Officials will be
assigned to the first round with the next round being assigned at the end of
the first day, etc.
C.
The
sponsor school will secure trained scorers, Libero tracker, scoreboard operator,
statisticians and line judges.
D.
Official's
attire shall comply with NAGWS rules.
E.
Officials
for Regional Championship Tournament

$81.25/match

$25.00/day
per diem
·
$.40/mile
one way [one (1) driver from Utah and one (1) from Idaho], or airfare, whichever
is less. If an official(s) flies, he/she
will be picked up and transported either by officials that are driving or
someone from the host institution.

Rooms
provided by host institution
·
No
other expenses will be paid such as airport parking, mileage to and from the
airport, etc.
