NJCAA REGION XVIII
WRESTLING CHAMPIONSHIP TOURNAMENT
STANDARD OPERATING PROCEDURES
I. Members
A. Colleges must be members of NJCAA
B. Colleges must be members of Region XVIII Men’s divisions
C. NJCAA rules shall govern all participating member colleges
D. League name shall be Scenic West Athletic Conference

Tournament Responsibilities
1. Secure the tournament site, be responsible for promotion, advertising, and ticket sales; and make arrangement for handling of spectators
2. Notify other member schools, at least two weeks in advance of the Region XVIII Championship Tournament, the coaches’ meeting, seeding meeting, publicity needs, and other pertinent information
3. Provide courtesy map, restaurant, and motel information
4. Submit to the Regional Director for approval the names of officials to be assigned to the championship tournament
5. Arrange for a tournament photographer to
photograph the winning team and the individual medal winners.
6. Arrange for awards
7. Schedule a coaches’ meeting
B. Post-Tournament Responsibilities
1. Prepare a pres release for immediate distribution to the news media to include the following information
a. 1st and 2nd place teams
b. Tournament place winners
c. Most valuable wrestler
d. All-region teams
e. Coach-of-the-year
2. Within two weeks of the conclusion of the meet, send the above information as well as complete tournament results to the following people
a. Regional Director
b. Sport Advisor
c. Members of the Executive Committee
V. Participation
Requirements
A. No contestant shall be permitted to enter the Region XVIII Championship Tournament unless he is accompanied by his coach, a faculty member of their college, or a designated proxy coach
B. All schools who are members of NJCAA Region XVIII are eligible to enter individual wrestlers in the Championship Tournament
C. A college may enter only one competitor in each weight class
D. The top three finishers in each weight class shall be eligible for competition in the NJCAA championships; however, the actual number of competitors from Region XVIII shall be in accordance with NJCAA policy
VI. Tournament
Procedures
1. Weigh-ins are held 2 hours prior to the start of the tournament
2. Anyone caught cheating shall be remanded to the Tournament Committee. The committee shall have the responsibility for determining the course of action to be taken. (The Tournament Committee shall consist of the tournament director, the regional director or representative, and a coaches’ representative.)
B. The Region XVIII Championship Tournament competition schedule shall be as follows:

4. With approval of the regional director, the schedule may be altered according to travel needs and numbers of teams entered
C. The wrestling surface shall consist of a legal size mat and apron with market arrow and starting lines
D. Region coaches and officials will meet together the evening prior to competition to assure that officiating during the regional tournament will be consistent with officiating during the national tournament
E. The Region XVIII Wrestling Coaches’ Association shall meet following the coaches’ and officials’ meeting
F. The seeding meeting shall following the coaches meeting.
Protocol for the seeding of participating wrestlers shall be decided as follows, in the order as listed:
1. Head-to-head Competition
2. Record versus common opponents
3. Returning All-Americans
4. Overall record versus junior college competition
G. If a seeded wrestler does not make weight during the weigh-in, the bracket will be redrawn.
H. Tournament Management:
1. The sponsor school shall be responsible for providing the following:
a. An announcer
b. Head scorekeeper
c. Table assignments as described in NCAA rule book
d. An athletic trainer (available before and during matches)
e. A licensed medical doctor who shall be present at the tournament
2. There shall be a protest committee comprised of the tournament director, the regional director or representative, and the head official (or an alternate official if the head official is involved in the protest.)
I. A final meeting of the coaches shall be held at the conclusion of the tournament to verify participation in the NJCAA Championship
A. NCAA wrestling rules shall govern the competition
B. Uniforms must meet NCAA wrestling requirements
C. The official scales shall be made available at least two hours prior to the official weigh-ins.
D. Competition Schedule:
1. Competition during pre-season and season shall not exceed 20 dates plus 3 scrimmage dates.
2. To facilitate seeding at the Region XVIII Tournament, teams within Region XVIII shall schedule, whenever possible, common opponents within the region.
VIII. Officials
A. The sponsor college will be responsible for securing meet management personnel. The region director shall be responsible to secure and assign all Region XVIII tournament/meet officials in conjunction with the region arbiter and/or the tournament/meet director or Region XVIII officials.
B. The officials for the Region XVIII Championships must have current certification.
C. The names of the officials for the Championship must be submitted to the Regional Director for approval.
IX. Awards
A. The first and second place teams shall receive Region XVIII trophies, provided by the region and paid for by the sponsor school.
B. Region XVIII medals, supplied by the region, shall be awarded to the 1st, 2nd, and 3rd place finishers in each weight.
C. The Coach of the Year will be selected by a vote of the wrestling coaches of Region XVIII and given a plaque provided by the region and paid for by the sponsor school.
D. The Outstanding Wrestler Award shall be provided by the region and paid for by the sponsor school, and shall be presented to the wrestler selected as most outstanding by the coaches.
E. All-region certificates will be supplied by the region to the 1st through 3rd place finishers
1. Certificates will be awarded in duplicate (on for the athlete and one for the athlete’s school) to the All-Region first team, which shall be composed of the 1st place finishers in each weight.
2. Single Certificates will be awarded to the All-region second teams (2nd place finishers in each weight class) and to All-region Honorable mention (3rd place finishers in each weight class).
F. All awards, except certificates, shall be presented at the conclusion of the tournament. All-region certificates will be given to the coaches of the recipients at the conclusion of the tournament for local awardings.
G. The meet director must work with the Men’s Regional Director to insure that all awards, plaques, and certificates are prepared and ready for presentation at the completion of the Regional Championship Tournament.
IX. Finances
A. The sponsor school shall be responsible for the management of costs of the Region XVIII Championship tournament, including the cost of officials.
B. The sponsor school shall not be responsible for the cost of the following awards provided by the region but billed to the school:
1. 1st and 2nd place team trophies
2. Coach-of-the-year award
3. Outstanding Wrestler award
C. The sponsor school shall not be responsible for the cost of the following awards supplied by the region:
1. Medals for 1st-3rd places in each weight
2. All-region 1st team certificates in duplicate
3. All-region 2nd team certificates
4. All-region Honorable Mention certificates
D. The region shall be responsible for the expenses incurred by the Regional Director or regional representative in attending the tournament
X. Region XVIII
Wrestling Coaches’ Association
A. The coaches’ association shall conduct a business meeting at the site of the Region XVIII Wrestling Tournament
B. The sponsor school of the meet will make arrangements for the meeting
C. A chairperson shall be elected during odd-numbered years for the two-year period. This position will have the following responsibilities:
1. Schedule a yearly meeting at the site of the Region XVIII Wrestling Tournament
2. Chair the yearly meeting, consult with the Sport Advisor in developing the agenda and assist in updating the region’s standard operating procedures for wrestling
3. Coordinate the mailing of minutes and other pertinent material to members
4. Assist the Sport Advisor in performing his/her functions
